Create / replace design NSF without Domino Designer Merged

Since Domino Designer have to be installed in Windows, an automatic built workflow need to involve a windows machine. Current option with headless designer is also limited to creating new NSF on local directory. Ideally the following capabilities are needed :

  1. Create a new NSF on a Domino Server 
  2. Replace (overwrite) existing NSF or replace design an NSF on a Domino Server

     yes , creation of nsf on local is undesired. I would also like to create the nsf with correct id. now i run headless designer with a developer id since i cannot have the signer ID.
