The "NSF ODP Tooling" project on OpenNTF could have you covered. Among other things, it lets you wrap an ODP in a small Maven module and then compile that without involving Designer. I use it to build an OSGi plugin set and app NTFs in Jenkins, and it'll work just for an NSF as well.
