Drop (or at least Fix) the frickin' 'Prohibit design refresh or replace to modify'

We've all done it, copied a design element from a db with a template and said 'No' to the 'Would you like these <elements> to be automatically updated...', sometimes to a new db, sometimes to the same db
 
And sometimes it sets the 'Prohibit design refresh or replace to modify' to on, sometimes it doesn't, occasionaly you hit Yes by mistake and sometimes it sticks the current template name into 'Inherit from the design template' and sometimes it doesn't ...
 
It's a royal pain in the posterior
 
DROP THE WHOLE FRICKIN' MESS!
 
If we want to set  'Prohibit design refresh or replace to modify', trust us to turn it on
If we want to link a design element to another template, trust us to set it
 
It's too much hassle going over and over all design elements (especially when taking over from another designer who has been, shall we say, careless) looking for those blasted tick marks
