need the ability to block weak encryption strengh

need a way to block access of a Notes ID that is too low in encryption strength (same idea as browser's SSL and TLS encryption) or pop a message to advise to upgrade.

    Blocking the ID from connecting would block it from receiving the mandated encryption strength policy setting which will cause it to silently and automatically upgrade.     The ID file is >locally< encrypted with a defined encryption strength. For network transactions the ID file encryption strength does not matter.
