Escalate One-Touch-Setup ID Vault creation problems to fatal errors

When composing a One-Touch Setup file for a dev server, I originally wrote it so that the ID Vault ID file was to be written to a directory that Domino didn't have write access to. This led to an error message of "SECCreateFirstVaultServer : 'File cannot be created'" in the log, but then setup continued without the ID Vault. Since the Vault is a significant aspect, I think it'd make sense to fail the setup in the same way that trying to do a document update when the doc can't be found does.
