Disable ability to change read access to documents using the Document properties box

A user can change who has read access to a document using the key tab in the Document properties box. It is also possible to manually add the name of a user that does not exist in the address book and thereby disabling read access to that document for everybody (unless of course there are other Author/Reader fields stored in the document). The read access should be controlled only by Author and Reader fields in the design or controlled by the application code.

Found the SPR # OFAG6WNQM7 - Enhancement Request: Avoid Editors to be able to modify field "Who can read this document".

The concern is that a person with malicious intent can use this "feature" to add a fake name or a name from the users local address book who is not a Notes user and thereby make the document "disappear" without the ability to ever recover it.

The disappeared document is hard to recover even after having Manager ACL and Full Access Administration enabled.
