Fix or squelch the UTF warning on emails

Common complaint from users (including those who could decide whether or not to continue using the platform) is that the UTF character warning on outbound emails does not work when "Do not warn me again" is clicked.It keeps bugging them whether box is checked or not. Bottom line, users who shouldn't be annoyed by Notes are getting very annoyed by this.

To them, it comes across as a usability issue- why give the option to dismiss the message permanently and not honor it? Secondly, the technical types view the pop-up as possibly some type of protest message about losing out on a standards decision from 20 years ago and to let it go.

Just the messenger. If you can get rid of the warning, great. If you can at least make it work when the user does not want to see if, that's a win. If there is something my admin can push out as a policy to remedy without user intervention, even better.
