Provide an option to hide the ACL from a user on their Notes database

An option to hide the Access Control List from being visible to the Notes user on their client machine.

So that, when a user right clicks their email database icon from their Notes workspace, and selects Application/ACL - the list can be hidden from the user.

The reason being that if it there is a requirement to add a person who is outside of the Admin group to the ACL, for business or legal requirements for example for monitoring purposes and it is also required that the database owner is not made aware of the addition. 

It should be noted that in this context, the company owns the databases and the users have been made aware of that.

     Make this possible on customized databases as well

    If you give anybody access with other than designer or Manager rights, the user will see this anyway in Preferences -> Access & Delegation
