Improve hi-res display support

All clients (including V10) are nightmare with hi-res display.

The worst situation is on notebook with an external monitor. Notes must be restarted after connection or disconnection (even if resolution is the same, but dpi changed). Without restart there are missing database titles on workspace, misformatted dialogs, usually blured texts, ...

    A common complaint is that it is only Notes or ICAA that has problems with high-res displays. This may not be true, but this is the perception, and users draw the conclusion that Notes or ICAA is a legacy product with poor support for high-res displays.
