Attachments should be on top of the mail when email is received (NRPC or SMTP)

Currently, when receiving MIME emails, the attachment is placed at the top of the message, but for internal messages, the attachment is in-line with the message.

This is working as designed based on this technote:

Attachments Appear on Top of Memo or Within Body

For future releases of Notes, regardless if the email is internal or MIME, the attachment should always be placed on top of the message.

    Some people believe that if Outlook does it this way, it must be the right way. If an organization has decided that pinning all attachments to the top of an email is better, then I believe HCL should make it available as a preference (for example, a preference to always send messages with attachments in MIME format).

    Since they are only links to the $file-field, I wouldn't mind showing the links in both places on top and in-line. But having the choice either/or, I would prefer in-line. There are things that Outlook does not do better than Notes. This is one of them.

    Sorry, but I disagree here: I really like the attachments being placed wherever I put them. I often use thinks like: Check this document for further information ---Attachment 1 here--- Read other documentation here: ---Attachment 2 here---. So if this should be implemented, then please let me choose to keep the old beaviour.
