Allow Readers and "Read Public Documents" to do full text searchs

Previoulsy, folks with read and "read public documents" access can't do searches when the db was full text indexed. This specifically impacts delegated calendar users, as they can't easily search for specific calendar entries - when they try, they get the "you're not authorized to do that, ya lunk" error. I have not (yet) need to validated this behaviour in R10.
