Allow multiple log in to Connections Cloud Chat

When users log in to Connections Cloud Chat from multiple devices (for example, from Sametime client on PC and IBM Chat app on a smartphone), they are logged out  from the first device with the following message.

"You have been disconnected from Connections Chat because you logged on from another computer"

The sametime.ini parameter "VPS_BYPASS_SINGLE_MACHINE_LOGIN=1" is available to On-Premise customers, and users can log in to a Sametime Community Server from multiple devices by this parameter.  However, corresponding feature is not provided to Cloud customers.

    Starting in version 11, Sametime supports persistent chat allowing multiple active client support.
