Prevent provisioning with a previously used internet address

A company is looking for a way to prevent registering / provisioning new users with an internet address that was previously used.   Ex:   John Smith has jsmith@company....  If John leaves and that account is deleted, then they could still give it to next new hire Jane Smith and use jsmith@company...

Customer is requesting a way to prevent this by storing all previously used internet addresses and showing a warning if they tried to setup a new one.   This would need to be in BSS since it should apply to both hybrid and hosted orgs.   And be an option for each org to enable on their own.

It looks like other mail systems like Gmail prevent this as well.
